Austria published its new eHealth strategy last week. A central part: establishing relevant health registers… 𝑴𝒆𝒅𝑫𝒂𝒕𝒂 𝑴𝒐𝒏𝒅𝒂𝒚 0️⃣ 7️⃣ Registries are systematically managed databases that collect detailed information on specific diseases or patient groups and offer numerous advantages: ✅ 𝐈𝐦𝐩𝐫𝐨𝐯𝐞𝐝 𝐜𝐚𝐫𝐞: Treatment processes can be optimized and individualized through the systematic collection and analysis of patient data. ✅ 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐚𝐧𝐝 𝐢𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧: Registries provide a sound database for scientific studies. This promotes the development of new therapies and diagnostic procedures, which can ultimately lead to better chances of recovery and fewer side effects. ✅ 𝐇𝐞𝐚𝐥𝐭𝐡 𝐩𝐨𝐥𝐢𝐜𝐲 𝐝𝐞𝐜𝐢𝐬𝐢𝐨𝐧𝐬: The data collected supports decision-makers in taking well-founded health policy measures. Trends and needs can be identified and addressed at an early stage. 𝐒𝐨 𝐰𝐡𝐲 𝐝𝐨𝐧'𝐭 𝐰𝐞 𝐡𝐚𝐯𝐞 𝐦𝐨𝐫𝐞 𝐨𝐟 𝐭𝐡𝐞𝐬𝐞 𝐡𝐞𝐚𝐥𝐭𝐡 𝐝𝐚𝐭𝐚 𝐫𝐞𝐠𝐢𝐬𝐭𝐞𝐫𝐬? 🚫 𝐃𝐚𝐭𝐚 𝐪𝐮𝐚𝐥𝐢𝐭𝐲 𝐚𝐧𝐝 𝐜𝐨𝐧𝐬𝐢𝐬𝐭𝐞𝐧𝐜𝐲 The quality of the data collected must be guaranteed. This requires standardized data collection methods and continuous training of medical staff. 🚫 𝐈𝐧𝐭𝐞𝐫𝐨𝐩𝐞𝐫𝐚𝐛𝐢𝐥𝐢𝐭𝐲 The various registers and databases must be compatible with each other to enable a smooth exchange of data. Strict security measures are required to gain and maintain the trust of the public. The introduction of new medical therapies represents major challenges for healthcare providers such as hospitals or medical practices. Often, there is insufficient information about how these innovations will affect internal processes and, consequently, personnel resources. Therefore, necessary resources can only be planned with difficulty, and some of these questions can only be partially answered: 🔹 Which new drugs will come to market in the near future? 🔹 What will the additional costs be? Can other costs be saved to compensate? 🔹 Are investments in infrastructure necessary? 🔹 Are there enough personnel resources to apply the new therapy to all eligible patients? 🔹 What information would be necessary to estimate whether and how innovative therapies will impact internal processes and resources? 🔹 How can healthcare providers prepare for innovative therapies and reduce planning risks?   Bjoern Grob, partner at the Swiss consulting company HEMAP AG, and I addressed these questions in a paper published in the current issue of ÖKZ magazine. (NOT?) My first hackathon? The #healthcarehackathon two weeks ago was the first official hackathon I took part in. Many great insights and learnings about digitalisation in the German health sector. While upfront they may seem very different, this hackathon was very similar in many respects to my previous hacking during field research as academic researcher: - Fascination ✨ for the all the great options to work on! - Starting to feel slightly overwhelmed 😓 by all these great options... - Frustration 😬 😵: everything seems to be already discovered... - More frustration about failing code 💻 - Keeping going...! ☕ ☕ - Finally, joy, happiness and being proud about a new result and working product! 🎉 This emotional journey is likely the same for any new endeavour and challenge. Keep going, and it'll be worth it! 💪 One difference, though: hacking in the Negev desert* until sun rise 🌞 still has a different feeling to it than hacking somewhere inside a German office building 😉). (*) Attached a vid resulting from several nights of 3D-video-tracking bats (red) and moths (blue) in the Negev desert, coding and reconstructing their flight paths and the bat's calls, and recording the neural activity of the moth's ear when hearing the attacking bat.

Virtual wards present a potentially promising advancement in healthcare, but their success hinges on the true driving force behind their implementation. If the focus is on better patient outcomes, particularly for those who can safely receive care at home, the benefits are substantial. For instance, patients at home face a lower risk of hospital-acquired infections like MRSA. Additionally, virtual wards can be highly effective for managing chronic diseases, allowing for continuous remote monitoring and timely interventions without the need for frequent hospital visits. However, caution is necessary. If virtual wards are deployed primarily for cost management, the resulting patient experience (PX) will be inside-out, designed to meet the hospital’s needs rather than the patients’. To truly succeed, virtual wards must be designed with an outside-in approach, ensuring that patient needs and outcomes are at the forefront of the design and implementation process.

💡 - A very interesting example of data strategy in Germany. With the creation of the electronic patient record (ePA), every citizen covered by health insurance will have access to this tool to centralize and manage their health data. Similar to Mon espace santé in France, these initiatives enable the creation of accessible and structured health data, paving the way for multiple reuses (AI, epidemiology, etc.). It will be interesting to see in the future how these data will be made quickly accessible while meeting data protection requirements. Given that access is considered too slow in France, primarily due to regulatory constraints, it will be interesting to observe Germany's approach to this issue.

It’s a user-friendly resource where you can find information and advice in case of a cybersecurity incident, as well as contact details for quick response. It reminds me of our Ukrainian Cyber Gate. Is AI training a copyright minefield? ⚠️ A new study suggests it might be. „1. The exception for text and data mining should not apply to generative AI training because the technologies differ fundamentally - one processes semantic information only, while the other also extracts syntactic information. 2. There is no suitable copyright exception or limitation to justify the massive infringements occurring during the training of generative AI. This concerns the copying of protected works during data collection, the full or partial replication inside the AI model, and the reproduction of works from the training data initiated by the end-users of AI systems like ChatGPT. 3. Even if AI training occurs outside Europe, developers cannot fully avoid European copyright laws. If works are replicated inside an AI model, making the model available in Europe could infringe the “right of making available“ under Article 3 of the InfoSoc Directive. Have you ever wondered what would happen if power grids, transport or the healthcare system suddenly came to a standstill? 📡⚡🚑 These sectors are part of what is known as critical infrastructure, or KRITIS (short for ‘kritische Infrastruktur’ in German). They are essential for the functioning of our society and their security must therefore be particularly protected. "Grok Tries its Hand at Organizational Network Analysis" On Twitter today, Musk said the following concerning #Grok: "Try submitting x-ray, PET, MRI or other medical images to Grok for analysis. This is still early stage, but it is already quite accurate and will become extremely good. Let us know where Grok gets it right or needs work." A lot of people took him up on the offer. I was reminded of the fact that many likened informal social structure to an x-ray of an organization. So instead of a "real" x-ray, I attached a sociogram and gave a prompt that ended with a question: which is greater, the number of internal (intra-team) ties or the number of external (inter-team) ties. Any subject matter expert knows the answer and Grok did not provide the correct one. Minister Karl Lauterbach's latest move to transform gematik GmbH into a digital health agency has stirred quite a debate. After years of grappling with the #ePA, which feels like it took almost two decades just to become #outdated, we now stand on the brink of another ambitious endeavor. 😕 The promise is a #faster #implementation of #ERezept and other #digital #innovations; one can't help but notice the irony. For a system meant to streamline, it seems like we've added another layer of #bureaucracy. How will this "#streamlined" approach ensure efficiency? The agency can now tender contracts, potentially limiting the market to a select few providers. Will this actually spur competition or stifle innovation? I also wonder how an entity responsible for approving technology can fairly compete in the same market?? Or is this just another way to apply pressure on private companies to improve their offerings? Also, a promise to sanction and even withdraw faulty products sounds great in theory, but can this agency really deliver on accountability? Remember the MediSign debacle, where disruptions left pharmacists reverting to #paper #prescriptions? #GDAG is not yet in force! When does AI make sense – and when is not? Sharing my interview with Inpact Mediaverlag: “Hi ChatGPT. Can you tell me why so many people are skeptical about you?” Of course, AI knows the answer: "Many people fear that AI and automation could replace their jobs." That is indeed a good question. But the skepticism of many people reaches even deeper. Even into the deepest level of feelings. And there's no AI. This is what researchers have recently determined in a study. If the term "AI" appears in connection with a product, it now deters customers rather than convincing them to buy, Renata Thiebaut, professor of e-commerce at the Gisma University of Applied Sciences, has found out. The expert assumes that consumers prefer human interaction with a product over AI. "In my experience, the problem is that consumers don't just buy products, but invest in an emotional connection and the experiences that certain products and brands offer them," says Thiebaut. "I recognize a strong resonance between consumers and topics such as sustainability, fair trade and inclusiveness." These led to a purchase decision rather than "AI".
